What Honhaar actually pays for
Let's keep this simple, because "scholarship" gets thrown around a lot and it doesn't always mean the same thing. Honhaar pays your tuition fee — the full fee, as defined by the programme — for the whole length of your undergraduate degree, so 4 years for most BS programmes and up to 5 years for MBBS, BDS and similar degrees. It doesn't hand you a monthly stipend on top, and it doesn't pay hostel or transport costs. But for most families, the tuition fee is the big number anyway, and having it covered for four or five years is genuinely life-changing.
One thing to be clear about: meeting the minimum marks doesn't guarantee you a scholarship. There are 50,000 slots and far more applicants, so selection is on merit — your matric and intermediate marks decide your ranking (more on that below). Apply anyway if you're eligible. A lot of students talk themselves out of applying and then find out later that their marks would have made the cut.
Who can apply in Phase IV?
Phase IV covers two groups, and the second one is new this time round — so read this bit carefully even if you've looked at Honhaar before.
- New students (Fall 2026): you're in your first semester or first year of a 4- or 5-year undergraduate degree at a selected public-sector university, public medical or dental college, HED college, or a partner federal / private university.
- Continuing students: you're already in your second semester or a later year at an eligible public-sector university, public medical or dental college, or HED college. This is the first phase that opens the door to continuing students, which is good news if you missed the earlier rounds.
- Domicile: you must hold a Punjab domicile. This is a Punjab government programme, so students from other provinces aren't eligible here.
- Discipline and institution: your university or college, and your degree programme, must both be on PHEC's eligible list. Check this on the portal before you spend time on the form — it's the most common reason applications get rejected.
- Age and gender: there's no age limit, and the scheme isn't gender-specific. Scholarships are awarded on merit.
A quick note on private universities: only first-semester / first-year Fall 2026 students at partner federal and private institutions can apply. If you're in your second semester or above at a private university, Phase IV doesn't cover you — that continuing-student opening is for public institutions only.
Minimum marks you need
For new Fall 2026 students, the minimum intermediate marks published in the programme details are:
| Institution | Science | Arts / Social Sciences |
|---|---|---|
| Public-sector universities | 70% | 65% |
| Public medical & dental colleges (MBBS / BDS) | 80% | — |
| Partner federal / private universities | 70% | 65% |
| HED colleges | 65% | 60% |
For continuing students (second semester onward), the academic bar works differently — it's based on your university GPA / CGPA or annual percentage so far, rather than your intermediate marks. The exact cut-offs for your category are on the portal, so check those against your own transcript before applying. And remember, these are minimums. The actual merit list will sit higher in popular programmes, because that's how merit works.
Income limit — and the affidavit you can't skip
Honhaar is merit-based, but it's also meant for families with limited resources, so there's an income ceiling:
- Public-sector institutions: monthly family income less than Rs. 350,000.
- Federal / private partner institutions (first-year students): monthly family income less than Rs. 500,000.
You'll need to back this up with an income affidavit on e-stamp paper, in the format given on the portal. Don't wing this part. An affidavit that isn't signed properly, or doesn't match the sample format, is one of the most common reasons otherwise strong applications get thrown out. Get it done early — stamp paper queues and attestation take longer than you think, and the deadline won't wait.
How selection works
Your merit is worked out from your board marks: 30% of your matric percentage plus 70% of your intermediate percentage. So if you scored 85% in matric and 90% in intermediate, your merit comes out at (85 × 0.30) + (90 × 0.70) = 88.5. That weighting is why your intermediate result matters so much more than matric here — it's doing most of the work in your score. Fill in your marks exactly as they appear on your result cards. A small "rounding up" might feel harmless, but if it doesn't match your documents during verification, it can cost you the scholarship.
How to apply — step by step
- Check the eligible list first. On the official portal, confirm that your university or college and your degree programme are both eligible for Phase IV.
- Get your documents ready. Your CNIC, Punjab domicile, matric and intermediate result cards, proof that you're enrolled in your current semester or year, and your family's income affidavit on e-stamp paper in the portal's format.
- Open the official portal: honhaarscholarship.punjabhec.gov.pk — and only that portal. No agent, no WhatsApp form, no "help desk" charging a fee.
- Register and fill in your details exactly as they appear on your documents — your name spelling, your marks, your university registration number. Double-check every field before you move on.
- Upload your documents clearly. Blurry photos of result cards are a needless reason to lose a scholarship — scan them properly if you can.
- Submit before 9 November 2026 and keep a copy or screenshot of your submitted application. The portal doesn't state a closing time of day, so don't plan on submitting at 11 pm on the last day — do it a day or two early, while you still have time to fix anything that goes wrong.
Watch out for fake Honhaar agents
Every time Honhaar opens, the fake agents come out too — people promising to "secure" your scholarship for a fee, or asking for your documents on WhatsApp. The real programme never works like that. There's no application fee to pay to any person, no agent can move you up the merit list, and your documents go only into the official portal. If someone messages you offering a guaranteed scholarship for money, that's a scam. Our guide to genuine fully funded scholarships explains the red flags in more detail.
If you need help, the programme's own contact is the Director (Human Resource Development), Punjab Higher Education Commission, Arfa Software Technology Park, Lahore — phone 042-99231903-04, as given in the official university notice. That's the real helpline, not a random mobile number in a Facebook comment.
