What this scholarship actually covers
The funding depends on where your university sits in the QS World University Rankings — and HEC uses the latest QS Ranking (2027). Both categories get the same stipend and health insurance; it's the tuition part that changes.
| Category | Tuition | Stipend | Health insurance |
|---|---|---|---|
| Category I — QS top 50 (overall or subject ranking) | Full tuition fee, as per the university invoice | $19,000 per year | $2,000 per year |
| Category II — QS 51–100 (overall ranking) | Up to USD 12,000 per year | $19,000 per year | $2,000 per year |
So if your university is in the top 50, tuition is covered in full. If it's ranked 51 to 100, HEC pays up to $12,000 a year towards tuition, and anything above that has to be covered by the university or another funding source. That's worth checking with your university's department before you apply — some departments top up the difference themselves.
The one thing that trips people up: you need the admission first
This is not a scholarship you win and then use to go looking for a university. It works the other way round. HEC funds you after you've secured a PhD admission at an eligible university. No admission, no application — that's the whole model of the Knowledge Corridor. It also only covers a straight PhD. A Master's, or an MS leading to a PhD, doesn't qualify under this scheme.
And one more condition that matters: the scholarship is for scholars who'll come back and serve in Pakistan after their studies. HEC asks applicants to commit to that. If you're planning a PhD purely as a route to settling abroad permanently, this isn't the right scheme for you.
Who is eligible?
- Nationality: you must be a Pakistani or AJK national.
- Education: at least a four-year bachelor's degree — BS, BSc, BE, or 16 years of formal education in total.
- Academic record: at most one second division (or equivalent) across your whole academic career is allowed.
- Test score: a valid GRE-General score of at least 300 in total, or an HEC HAT score of at least 60%.
- Admission: a secured PhD admission at a QS top-100 US university — top 50 for Category I, 51–100 (overall ranking) for Category II.
- Age on the closing date: maximum 35 years for most applicants; maximum 40 years for regular government employees, regular faculty of public-sector universities and government colleges, and regular researchers at approved R&D organisations.
- Not already funded: you must not be availing any other scholarship at the same time, and if you already hold a PhD, you're not eligible.
On the test score, by the way — HEC accepts either the GRE or its own HAT, so if you haven't taken the GRE, the HAT route is genuinely there. Just make sure the score is valid and in hand before the deadline, because a promised score doesn't count.
How to apply — step by step
- Secure your admission first. Get your PhD admission offer from an eligible QS top-100 US university. This is step one, not an afterthought.
- Get your documents ready. Your degrees and transcripts, your GRE or HAT score report, and your university admission letter. Government employees and faculty members should also have their no-objection arrangements in order.
- Open HEC's scholarship portal: scholarship.hec.gov.pk — and only that portal. HEC's own programme page is at hec.gov.pk under the US-Pakistan Knowledge Corridor section.
- Create your account or log in and fill in your profile with correct personal and academic details. Small mistakes here — a wrong degree title, a mistyped score — can hold up an otherwise strong application.
- Select the US-Pakistan Knowledge Corridor scheme and complete the application form, uploading all required documents.
- Submit before your intake's deadline: 30 October 2026 for Spring/Summer 2027, or 30 March 2027 for Fall 2027. HEC's poster doesn't state a closing time of day, so don't leave it to the last evening — submit early in the day, and keep a copy of your submitted application.
Watch out for fake scholarship agents
Every time a big HEC scholarship is announced, the fake agents come out too. Remember: HEC never asks you to apply through a WhatsApp number, a personal bank account, or an "agent" who charges a processing fee. The only application route is scholarship.hec.gov.pk, and the programme details live on hec.gov.pk itself. If someone messages you offering to "secure" this scholarship for a fee, that's a scam — report it and move on. Our guide to genuine fully funded scholarships explains the red flags in more detail.

The deadlines (30 October 2026 for Spring/Summer 2027; 30 March 2027 for Fall 2027), the funding categories (Category I: full tuition + $19,000 stipend + $2,000 health insurance; Category II: tuition up to $12,000 + the same stipend and insurance), the eligibility conditions (Pakistani/AJK nationality, four-year bachelor's / 16 years of education, at most one second division, GRE-General 300+ or HEC HAT 60%+, secured admission, age 35 / 40 as above, no other scholarship, no existing PhD) and the portal (scholarship.hec.gov.pk) are as stated there. The funding figures appear in HEC's poster image rather than in the programme pages' text. The announcement was reported by APP on 26 October 2026 and widely carried on 27 October 2026. Please confirm the current advertisement on the HEC portal yourself before applying, as HEC updates its scheme details from time to time.
Frequently Asked Questions
What is the last date to apply for the HEC US-Pakistan Knowledge Corridor PhD Scholarship?
There are two deadlines. For the Spring/Summer 2027 intake, the last date is 30 October 2026. For the Fall 2027 intake, it's 30 March 2027. HEC's poster doesn't give a closing time of day, so submit well before the final day.
Do I need a US university admission before applying?
Yes — this is the key condition. You must already have a secured PhD admission at a QS top-100 US university (top 50 for Category I, 51–100 overall for Category II). HEC funds the PhD; it doesn't find you the university.
What does the scholarship cover?
Both categories get a $19,000 annual stipend and $2,000 annual health insurance. Tuition is covered in full for top-50 universities (Category I), and up to $12,000 a year for universities ranked 51–100 (Category II).
What test score do I need — GRE or HAT?
Either one works: a GRE-General total of at least 300, or an HEC HAT score of at least 60%. You don't need both.
What is the age limit for this scholarship?
Maximum 35 years on the closing date for most applicants. It's 40 years if you're a regular government employee, regular faculty at a public-sector university or government college, or a regular researcher at an approved R&D organisation.
Can I apply for an MS or MS-leading-to-PhD under this scheme?
No. HEC states clearly that this scholarship is for a PhD programme only — a Master's or an MS leading to a PhD is not covered.
Where do I apply for the HEC US PhD scholarship?
Only on HEC's official scholarship portal: scholarship.hec.gov.pk. Programme details are on hec.gov.pk under the US-Pakistan Knowledge Corridor section. Don't apply through any agent, WhatsApp number or third-party form.
